1Do I need both 8 pin CPU power connector?
Basically, if you have two on your PSU, you may as well plug it in as soon as possible, but don’t be concerned if the board has dual 8-pins, but your PSU only has 1.
However, do check your manual to see if they recommend which connector should be plugged in first. On my Unify-X, I have dual 8-pins, and it makes no difference which I use, but it never hurts to know. So:

11Can I use PCIe cable for CPU power?
You’ll have to deal with various types of cables when building a desktop. Since they all have different types of construction, different brands of cable are used for different purposes. For example, the SATA cable is used to wire the motherboard and the HDD.
However, there are two similar-looking cables: the PCI-e 8pin or 6+2 pin, as well as the EPS cable. They look exactly the same. You can’t tell if there are no markings in the cable head.
The PCI-e connector has three 12V lines and five ground lines. On the other hand, the CPU power connector has 4 12V lines and four ground lines. So there is a direct shortage of 12V. So, if you’re trying to connect the PCI-e cable to the EPS slot, then you’ll connect a Ground line in the 12V line.
So if you do this, the CPU will not be able to respond in the majority of cases.
